With the rapid progress of information technology in the 21st century and globalization accelerated, public management in China's internal conditions and external environment has undergone historic changes. In this change, the government-led governance system of contemporary China requires us to address the public's psychological characteristics of the civil service, status and impact factors, and strengthen the government as part of its "employees" of the civil service "heart" of the management to improve the civil service capture opportunities and respond to new challenges.Psychological contract theory in this paper, the important principle of civil service incentive mechanism under study, trying to cut constructed from microscopic mechanisms, explore how to reconstruct and maintain the psychological contract of civil servants effective way to promote actively the face of the Civil Service Government requirements, to meet the information technology revolution and the challenges of globalization, and to improve China's public administration and governance levels.Text covers the "one introduction, three chapters, a conclusion," five parts.Introduction. Introduces the research background and significance of research on the basic conditions at home and abroad has combed and made brief comments, also provides a method of this study, discourse structure and possible innovation.Chapter civil service contract management theory of psychological explanation. This chapter from the psychological contract, civil servants and the concept of incentives in determining the scope of the study, this study found the theoretical meeting point. In comparing the results and learn from the premise of the theory, focuses on the psychological contract construct embedded in the principles of civil service incentive model, features and functions.Chapter II of the Civil Stimulation scanning stage.
