Is currently in a transition with great changes in China, profound changes in theeconomic and social significant influence and change people’s thoughts, behaviors,attitudes and beliefs, and these changes in turn affect the current socio-economic normsand labor relations, people gradually adjust and change for subjective determination ofmutual responsibilities, rights and duties. Between man and man, man and society, inparticular the relationship between people and organizations, namely, the employmentrelationship is the fundamental changes have taken place. As an exchange relationship,nature of the employment relationship including organizational expectations andcontributions of employees and organizations on Exchange relationship of employeeinvolvement. The psychological contract is an important part of the employmentrelationship. Therefore, the psychological contract between the individual andorganization problems as the development of social-economic-man and"social-economic-man management" to consider important questions. Psychologicalcontract management of all activities and organizations and, as such, also exists with theGovernment on civil service management activities. In fact, this objective psychologicalcontract between the Government and the civil service, not only has an impact on theattitude of the civil service and administrative, but also directly determine theeffectiveness of government administration, reflects the image of the Government. Basedon the theory of organizational behavior, the civil service is made up of personal andprofessional conduct, professional conduct for which administrative actions. Concreteimplementation of the performance management of the civil service is the Governmentobjectively on its comprehensive quality requirements are higher, their psychologicalactivities are often more complex than general officers in the community, enrich.China’s current economic and social situation, public awareness of sustainabledevelopment, democracy demands continue to increase, diversity of ideas and values ofthe phase. Asking the Government to deepen reforms and administrative changes. Inorder for enhancing government performance, you must go through several stages:omnipotent Government to limited Government, to the responsibility of the Government powers to the Government to control Government to service Government. Today, thepsychological contract along with scholars increasingly in-depth study and practice ofpublic organization human resource management activities, plays a crucial role becausethe psychological contract, so increase people’s concern for the psychological contract,crowds of attention to the psychological contract is getting promoted.This article in the perspective of psychological contract on Government civilservants to study the field of performance management. The purpose of this article is byintroducing discussion of psychological contract theory, the theory and effectivecombination of civil servants ’ performance and propose how to improve performancemanagement strategy from the perspective of psychological contract, in order to bettercivil service performance management improvement to help achieve better levels ofperformance management.
