Since the very beginning of human history, human beings have been keeping fighting with all kinds of disasters in nature or made by people such as "Da Yu controlling the floods" in the past and the "Indonesian tsunami", "9-11" in recent years. Those emergent disasters have caused great damage to the life of human beings because of the emergent nature, wide influence, and serious bad effect. So human beings have never stopped the fighting with emergency and the study on emergency management.Most of the emergency management research only considers government, media as the main components of information communication in emergency, and ignores the importance of the public in the process, who in most of the times are treated as the passive receivers of the information. Most of the research holds that the government should abandon the old-fashioned ideas of "keeping information private" and ensure people their access to information; the media should improve their professional ethics and report the emergency in an objective, fast manner; the legal system related to emergency management should be improved, as well as the emergency warning system. Most of the emergency management research has not paid enough attention to the principle role of the public as the master of the information communication in emergency and lacks the necessary illustration of the ways to develop the important role of public, to encourage them to take their responsibility. In addition, most of the research starts from the subjective perspective; this thesis tries to do the analysis of emergency management from an objective perspective, discovering and analyzing the information communication asymmetry phenomenon among government, media, and the public in emergency management. The conclusion of the thesis is that proving an effective platform for the interaction among government, media and the public is a good way to improve the position of the public in information communication in emergency management, to solve the information asymmetry phenomenon and is beneficial for the emergency management.This thesis starts from the definition, classification and meaning of the emergency management, and the definition and development process of information asymmetry, which provides a concept basis for the discussion of ideas in the thesis; then the thesis analyzes the information asymmetry phenomenon in emergency from three stages of before, in and after the breaking of emergency, combining the information asymmetry with emergency management and also illustrates the good and bad influence of the network to the information asymmetry in emergency management. The emergency management establishes on all kinds of examples, so this thesis analyzes and compares the ways of different countries in dealing with the information asymmetry in emergencies they encountered, among which it also introduces the ideas of "emergency warning", "improving the information quality of the public", "narrowing the information gap", "sense of emergency education", etc into this thesis, providing an overview of the emergency management situation abroad and at home. At last for the aim of establishing a harmonious society, and on the basis of "information theory", the thesis points out the disadvantages of the present system for solving the information asymmetry in emergency management in our country, providing a new model—a good stage for the interaction among government, media and the public. Hope this thesis could provide some good thinking for the emergency management research in our country.
