Multi-party Interaction Research In Crisis Information Disclosure

Information disclosure under the circumstances of crisis is not only the basis of guaranteeing the public's right to know and participate,improving government credibility and crisis management efficiency but also the inevitable outcome due to the change of media environment.As a way of information transmission,information disclosure tightly bind the three main bodies in the crisis--government,media and the public together.Through the media,government makes the information open to the public and the public shares their views and opinions with government.Meanwhile,government manages media and the public while media and the public supervise government actions.A slight move in one party may affect the behaviors of the other two,so in order to make the crisis information disclosure more smoothly,I try to explore the positive interaction mode of the three.Based on Crisis Dissemination Five-stage Model and Crisis Communication Triangle Model in the process of writing,I mainly use empirical research method and also combine with case comparison,data analysis,normative research and other ways to analyze the five stages of crisis information disclosure,and the interaction among government,media and the public in 10.10 Wuxi Viaduct Accident.The paper covers five parts: the first part is introduction,which introduces the background and research ideas,and makes a detailed literature revi ew of the existed documents generally from four aspects including public crisis management,information management,public crisis information management and crisis dissemination.The second part describes the basic concepts and theoretical models used in this paper,including crisis management and information management,Crisis Dissemination Five-stage Model and Crisis Communication Triangle Model.On the basis of these two models,this paper puts forward the Model of Dissemination and Multi-party Interaction in Crisis Information Disclosure.The third part takes the “10.10 Wuxi Viaduct Accident” as a case,describes the information disclosure process of 10.10 Wuxi Viaduct Accident in detail,and analyzes the interaction of government,media and the public in each stage of crisis dissemination.In the analysis,it is found that there are many problems in the information processing of Wuxi Viaduct Accident,such as the lag of information disclosure,the improper words and deeds of the government officials,and the improper handling of the relationship with the media,which hinder the interaction among government,media and the public.In addition,I find that these problems also occurred in 7.23 Wenzhou Train Crash that happened eight years ago.After looking into the causes behind these issues,I conclude that some government departments do not pay attention to the information disclosure and also are lack of self-awareness,there are misunderstandings in dealing with the relationship with the public and the media,the standards of information disclosure are not clear.Therefore,it is helpful to solve the problems in the information disclosure to start from the aspects of ide ology,consciousness and system.In the fourth part,I analyze the problems of crisis information management from three levels,namely,government,media and the public in Wuxi Viaduct Accident,and thus to highlight the realistic background of crisis information disclosure.The fifth part describes the standard state of government,media and public interaction in crisis information disclosure.This paper also explains the three roles of crisis communication in each stage and the specific ways of building interaction relationship,which has reference significance for the actual operation of public crisis information disclosure.
