Study Of The Problem About Grass-Roots Government Credibility

Credibility is the foundation of social development. Governmental credibility is the cornerstone and soul of the social credibility, and it plays an exemplary role in constructing the social credibility system. From a global point of view, the problem of governmental credibility has caught people's attention day by day. Thirty years of opening-up reform has led China's economic into a high-speed of development. But during the course of development lots of new problem which includes the problem of governmental management has been arisen. The problem of government credibility is increasingly serious, especially at basic level. There are some phenomena of the deficiency of grass-roots government credibility, which seriously jeopardize the government's image and credibility.Based on the research from relevant scholars, the article is trying to combine the theory and practice, and clarify the standards of government credibility. And through studying the main phenomenon about deficiency of the grass-roots government credibility during the transition period, the article is trying to reveal the origin. The selfishness of grass-roots government and the weakening sense of moral self-discipline are the subjective and ethical factors. The efficiency-oriented of China's economic development during transitional period, the distorted social values, and the traditional idea about official position comprise the social and cultural factors. The imperfect performance evaluation mechanism under the pressure-type system, the deficiencies of fiscal and taxation system and the absence of monitoring mechanisms are the system factors. Finally the article concludes the way of constructing the grass-roots government credibility on the base of the above analysis. The first step is to strengthen the administration morality. Through institutionalizing the administration morality and deepening the inherent morality restraint mechanism, the government will abide by the provisions of a bottom line. The second step is to reform the society and culture actively. Through guiding the society and government to establish the modern concept of credibility, fine social culture atmosphere will be created. Finally some relevant mechanism should be reformed and perfected. Trough constantly improving the performance appraisal mechanism, reforming fiscal and taxation system and strengthening supervision mechanism, which provides a comprehensive system for the construction of grass-roots government credibility.The achievement of the study will play an directive role on realizing the current situation of the grass-roots governmental credibility and solving the problem of deficiency of the grass-roots government credibility and constructing a system of the grass-roots government credibility.
