Nowadays,new media based on digital technology,network technology and mobile technology have developed rapidly,changing people's lifestyles,and affecting the government's right to speak and the interaction between the government and the public.We have entered the era of new media.The credibility of the government is the credibility and reliability of the government itself and the degree of public trust in the government.By building the government's credibility,it can shape the government's good image,gain public recognition,and promote social harmony.The grass-roots government refers to the district government and the county and township governments that have the closest connection with the public and have the most contact with the public.It is not only responsible for implementing the principles and policies of the party and the government but also directly facing the people.The behavior of grass-roots government staff directly affects the image of the government in the minds of the people.Therefore,the credibility of the grass-roots government is not only part of the government 's credibility,but also contributes to increasing the trust of the government.It is necessary to build the credibility of the grass-roots government.In the era of new media,the development of the network has made the interaction between the government and the public more frequent and the number of public participation channels increased.The grass-roots government can better understand the needs of the people and provide services for them.The public has also strengthened supervision over the government and forced the government to To improve work efficiency is an opportunity for grass-roots government credibility.However,the fragmentation of information dissemination and the transmission of false information in the new media era are also likely to cause misunderstandings between the public and the government due to errors in information transmission.Internet public opinion is even more difficult to control.Once the grassroots government responds poorly,it can easily affect the image of the government.All of these challenges the credibility of the basic government.With the advent of the new media era,how the grass-roots government seizes opportunities and meets challenges when building its credibility,and how to restrain its own behavior is an urgent issue.In this paper,through literature research methods,comparative analysis methods and case study methods,social contract theory and principal-agent theory,the paper expounds that in the new media era,the credibility of grass-roots governments must also include the media's ability to communicate with the government's public opinion response capabilities,and the credibility of grassroots governments.The construction of the new media era depends more on the government's own construction and higher requirements on the public's political literacy.It also analyzes the opportunities for frequent interaction between the government and the public and the increase in public participation channels when building the credibility of grassroots governments in the era of new media.And challenges such as the fragmentation of information dissemination and uncontrollable public opinion.From the perspectives of political science,public management,communication,and ethics,and based on the theory of service-oriented government and responsible government theory,the new media,which is based on the credibility of the grass-roots government,has responded poorly to public opinions and the grass-roots government has not been used as a chaotic job.Magnification and information disruption weakened media communication capabilities,and analyzed three reasons why the grassroots government's new media lacked public opinion response capabilities,lack of administrative capabilities,and lack of standardized network management.It also proposed that grassroots governments improve their ability to respond to public opinions,strengthen their own construction,and improve media.Communication skills,building trust culture and other countermeasures.
