The academic circle has achieved definite fruits in the research of social security level. The angle is chosen from the dimensions of qualitative analysis and quantitative analysis, focusing on the qualitative analysis. It must be pointed that the rational direction of research should be the combination of the two methods. In the dimension of quantitative analysis, the indexes being chosen are relatively singleness, which is needed to extend. In the dimension of qualitative analysis, the research always halted in concluding synoptically verdicts, lacking effective steering to forming policy of social security.The purpose of the thesis is to explore scientific development strategies of China's social security in the perspective of per capita optimum structure level of social security and according to China's changes of society, economy, polity and culture in recent years. On the basis of theoretical results that have been achieved, the thesis puts forward the concept of the per capita optimum structure level of social security, deduces the model of measuring the per capita optimum structure level of social security. Then the thesis measures the per capita optimum structure level of social security of China from 1998 to 2006, carries on comparative analysis between the per capita optimum structure level of social security and the per capita actual structure level of social security from 1998 to 2006 and draws conclusions. At last, on the basis of the conclusions and analyzing the changes of the conditions of society, economy, polity and culture in China, the thesis elaborates the scientific development strategies of China's social security. The thesis puts forward the patterns of new tangent evolutional development, external related and internal promoted development and moderation between the social security's supply and demand which are beneficial for macroscopic development of social security in China and the pattern of balanced structural development which is beneficial for the balanced development of social insurance, social assistance and social welfare.
