The Study On The Administration About The Informal Organisations Of Gaomin City

This view that the existence about informal organization in our government dependents but relatively independents of the government organization. Its characteristics are significantly different about formal organizations. It takes a pivotal role on the construction about our government changing from "rule of man" into "rule", democracy-building, clean and efficient decision-making and leadership aspects.In this paper, take Gaomi city as an example, used the questionnaire method by twenty-three executives of Gaomi city (is at the county level cities), and provided 300 questionnaires to conduct survey. Through statistical analysis, the informal organization truly exists in Gaomi city, and "relationship based" particularly prominent concepts, individual interests is the main starting point, showing network, most informal organizations have statutory central figure. The root is cause of the detention about human nature from bureaucracy, while t the legal system is not perfect, rule of man is also a strong sense of one of the important reasons. The existence of informal organization against the government organizations is significant, Government organizational revolution has difficulty walking, gang fights, fame and fortune, controlling the management decisions, hindering the advance of the legal system, even when the informal organization which enlarges to further the interests of the Community, will cause failure of oversight mechanisms, undermine formal channels of communication between departments is not conducive to communication and coordination and cooperation, and buck-passing and other phenomena, so that the rights given by the people can not play very well, and even harm the interests of the people. Of course, the existence of informal organization has its inevitability, Can not be blind to ban strikes, but should analyze specific issues, follow the scientific principles, be dead against the particularity of informal organization to be in progress effective governance. In short, only the laws, regulations, systems, and flexible hard power of the sound management of human nature would like to combine restrictions on the informal organization in order to maximize the harm it with government organization's objectives unanimously. Thus avoiding the occurrence of a variety of ills, the government management becomes high efficiency, so that the people's interests to be better protected.
