The introduction of the "Safe community" adapted to the localization of our safety management development requirements better, and also opened up a broader development for community work in the field of security. Using the Safe Community assessment tool to examine the effectiveness of the Safe Community systematicly and standardization has important significance for the norms of our national Safe Community-building efforts, and will give full play to secure an active role in community building work.The existing Safe Community assessment tool is limited to terms of style, characterization, and general requirements of request the safety assessment of the effectiveness of community-building, and lack of description and requirements for the methods of Community safety building being carried out, such as the case "How to obtain'residents'sense of security'". Resulting in the use of the assessment tool will over-reliance on the experts, does not facilitate the use of ordinary community workers to self-assessment, as well as regulate their own Safe Community building. In order to improve the existing Safe Community assessment tool, to make it more workable, the paper choice the indicator "residents' sense of security" of Safe Community assessment tool, use literature review, expert interviews, brainstorming, questionnaires, data envelopment analysis, variance analysis, contribution analysis, SPSS software analysis, formula preparation, empirical analysis and other methods or means to establish a residents'sense of security model which based on questionnaire and operational rules, in order to scalability and credibility the "satisfaction of residents'safety".
