Research Of The Online Interactive Mechanism From The Perspective Of E-government

The network,as a fast developing medium of information disseminating and exchanging, has already developed into an important carrier of common social communication and a typical style of social exchanging. At this time more and more people exchange their problems with the government "Face to Face" through the network. Internet has provided an unprecedented depth and width in the interaction directness, publicity of citizen participation.At this time, the interaction between citizen and government based on Internet has such dominant characters as the hierarchical, the expansibility, the conformability, high technical, the high effectiveness, openness, interactive, hypothesized.Its not only has such functions as strengthening citizens'ability in political communication, expanding political participation methods, but also has such negative effects as helping the government ingeniously compiling and controlling information, polarizing information, etc. Thus, it contains significant theoretical and realistic meaning to study the change,opportunity and threat of citizen participation brought by the internet.First,this paper introduces the basic theory about the online interactive mechanism. Then, it continues the study theoretically and realistically.Theoretically, it studies the cases of most developing countries and areas in and abroad. The same time it discusses the principal components analysis of factors which influence the interaction between citizen and government based on Internet. Finally five factors are collected.At last,the paper discusses the countermeasures of interaction between citizen and government based on Internet and indicates its prospects,then brings forward a new model of citizen participation based on human beings,in hopes of providing some available references for the healthy and orderly development of the interaction between citizen and government based on Internet.
