Research On Promoting Government Affairs Openness At The Grassroots Level From The Perspective Of Big Data

Government affairs openness is a prerequisite for constructing a democratic,law-based and transparent government,and also an important system to guarantee citizens' right to know and improve citizen's political participation.Since the formal document of The Regulations of the People's Republic of China Government Information disclosure in 2008 is implemented,our country has preliminarily standardized the government affairs openness system,and established a relatively unified work system.The government document Circular of the State Council on the Key Points for Promoting the Reform of Administrative Procedures Simplification to Devolve Power and Combine Release and Control to Optimize Government Services in 2016 clearly requires using government affairs openness to promote the reform of administrative procedures simplification to devolve power,comprehensively publishing power list as well as list of responsibilities of local government departments at all levels,increasing the extent of government information and data disclosure,to achieve the goals that government's power is open and transparent,and people understand how to use government service.Meanwhile,new technologies represented as Internet,big data and so on,are not only as a tool widely used,but also as a kind of new ways of thinking,which affect the ways of government governance and all aspects of people's life.At present,the Chinese government has formed a more scientific and reasonable work system by establishing an efficient,advanced and practical government affairs openness platform based on the Internet and big data.However,we are still facing lots of challenges of technologies application and concepts renewal.Therefore,how to use big data technology to further promote the development of government information disclosure during the changeable information age,is a problem of guaranteeing civil rights,which needs to be paid much attention to.This article,based on the theoretical research of related theories and Conceptual definition,closely combined with the current background of big data,is to analyze the interrelationships among large data,Block chain and government affairs openness.It then summarizes experience and highlights of the government affairs openness both at home and abroad,integrating into the actual situation of Z-zone,describing the main contributions of Z-zone's government affairs openness in detail.A public opinion poll about the reality of Z-zone's government affairs openness is also conducted to analyze the main problems.The innovation of the article is to analyze the influence of big data for government affairs openness as well as innovative applications in government affairs openness based on value delivery,and explore the development trend of government affairs openness.The result of this article is to come up the development ideas and framework about how grassroots governments realize government affairs openness,giving an advice of corresponding development strategy,hoping to bring some valuable references to local government all over the country.
