The most significant change in the International Relations field for the last decades is the rise of China in the world stage. China is everywhere. The rise of China has become a subject of global interest due to its significance to the international system. China's involvement and footprint in Africa have raised numbers of critics. Divergent opinions and mostly apprehensions and worries about Sino-African interchange are coming out. Pessimistic views qualified China as Africa's neo colonizer.However, China's deepening involvement in Africa is a result of their background, their good relations. The involvement is also the result of globalization. As the first few years of the new century witness a continuation of complex and profound changes in the international situation advance of globalization, China is deeply involve to its African brother. Safeguarding peace, promoting development and enhancing cooperation, which is the common desire of all peoples, all Chinese with all African, represents the irresistible trend.The first contact between the country and the continent is traced back to the fifteenth century. After the foundation of the PRC in 1949, followed by the establishment of official exchange between China and Africa, the evolution of the interchange between the two worlds developed significantly.According to the white paper of China's African Policy, enhancing solidarity and cooperation with African countries has always been an important component of China's independent foreign policy of peace. China will unswervingly carry forward the tradition of China-Africa friendship, from the fundamental interests of both the Chinese and African peoples, establish and develop a new type of strategic partnership, featuring political equality and mutual trust, economic win-win cooperation and cultural exchange.The country and the continent help each other. They have a good relationship. During the colonization era, China helped its African brother's countries to struggle for the independence. African countries supported back China in the United Nations as one country and voted China to be a permanent member of Security Council at the UN. This led to a renaissance of the Sino-African relations, a strategic partnership characterized by a mutual benefits, friendship and peaceful coexistence.The reinforcement of the Sino-African ties through the adoption of a new strategy of partnership is raising a certain apprehension on the international politics stage. The tendency in the theoretical approach used to examine the relation between China and Africa is about realism, the China threat and hegemony, the Chinese Soft Power. For that realism, China is balancing the major power also. The relation between China and Africa is based on liberalism also, for the friendship and equality, mutual support, mutual benefit...Kantian Liberalism for the Peaceful intentions. The theoretical approach will end by Globalization and Interdependence between China and Africa. World is made by many countries together, one country cannot make a world. All the countries work together, help each other. We call it Globalization and Globalization creates Interdependence. Beside the international political theories, we can mention the common interest between China and Africa. China is an observer of the group of 77; it is also an observer of the group of 24. During the Bandung Conference, both sides were in the Non-Aligned Movement.The study case of Sino-Madagascan relations is undertaken of a real nature of China interaction with African countries. Analysis of the diplomatic and bilateral relations between China and Madagascar, their relations are based on friendship relation, the Chinese investment in Madagascar, because Madagascar needs foreign investment. The cooperation between the two countries is in many fields. Taking a close look at the Sino-Madagascan cooperation, it would help to realize that China is not only contenting in extracting Africa's resources as it is always said by the Western countries. The Chinese aids are without condition, and about the low interest loan. China gives aid to Madagascar to many fields as public health care, agriculture, education, economical assistance...The relation between China and Africa is not for the short time. The relation will take a long time. China and Africa have made the FOCAC, the Forum on China-Africa Cooperation. It is a great deal between the country and the continent. The last FOCAC was in November 2009, in Egypt. During the summit, their relation is tighter, and grows. China and Africa will road towards a better future and will attract global attention.
