Industrial park cooperation is an important part of China-Africa economic and trade cooperation.In addition to resource investment,a considerable portion of China’s direct investment in Africa is located in China’s industrial parks in Africa.Industrial parks are an important platform for China-Africa production capacity cooperation and the implementation of the "going global" strategy by Chinese enterprises in Africa.At present,China has more than 50 economic and trade cooperation zones(industrial parks)in Africa.Before the establishment of the China-Africa free trade area(FTA)and the bilateral trade agreement(BIT)system,the nature of the special economic zones in industrial parks will become an important guarantee for Chinese investment in Africa and the benefits of Chinese enterprises in Africa.In addition,a large number of African countries have joined the "One Belt And One Road" initiative,and outbound investment has become an important means of economic and trade cooperation between China and countries along the "One Belt And One Road" initiative.In this context,the development of China’s non-industrial parks is directly related to the smooth implementation of the "One Belt And One Road" initiative.Further close China-Africa trade and economic cooperation at the same time also will have a certain impact on the regional economic order,with the 2018 African 44 countries signed a free trade area agreement established the African continent,Africa form a unified regional market outlook period,the establishment of the free trade zone in Africa for China’s future development in non-industrial park provides effective support environment.Egypt is a country with an ancient civilization in north Africa,spanning Asia and Africa.It enjoys a special status in Africa and the Arab world and is China’s "natural partner" on the "21st century maritime silk road".Sino-Egyptian Suez economic and trade park is an important platform for Chinese enterprises to "go global" in north Africa.It is also a typical project of China in non-industrial parks.After taking office in 2014,President sisi launched the "Egypt vision 2030" plan,which is mainly used to guide Egypt’s inclusive growth and sustainable development by 2030.This plan is in line with the "One Belt And One Road" initiative and the goals of bilateral cooperation under the forum on China-Africa cooperation(FOCAC),and brings new opportunities for the development of the zone.At present,the existing problems in the construction of the cooperation zone mainly lie in the spillover effect,that is,the insufficient dynamic benefits of the host country.The economic and trade cooperation between China and Egypt is an epitome of China-Africa economic and trade cooperation based on industrial parks,and there are similarities between the construction achievements and existing problems.At the same time,the AU’s agenda 2063,as a top-level design for the future industrialization and integrated development of Africa,has become an important policy framework to guide China-Africa economic and trade cooperation.Studying the influence and role of industrial parks in China-Africa strategic cooperation is conducive to providing a strong reference for China’s overseas investment,especially the construction of industrial parks and international cooperation on production capacity.At the same time,the strategic cooperation based on industrial parks between China and Africa is of farreaching significance in the context of the current global trend of anti-globalization and trade protection. |
