In October of 1998, the Third Plenary Session of CPC released the "CPC Central Committee on the work of a number of major agricultural and rural issues", said:"functions of township government to change, downsizing, redundancy, firstly should streamline the staff who are not in the administration according to law, standardize management. "However, the previous reforms is difficult to escape the" streamlining-expansion-to further simplify-and then inflation" cycle. J County is in the southwest of Hunan Province. In 2003, in the institutional reform of townships, there were 655 of the staff in the rehired system, to streamline the rate reached 49.4%.And this system also eased the conflict between rural affairs and the establishment of rural administration, maintaining the basic stability of the overall situation. In this sense, this reform of rehired system is successful.This study briefly introduces the background, the reform program and the main contents of rehired system of the J County reform in 2003; then describes in detail the adaptation situation between the rehired cadres and the rehired system. Main content of the describes is including rehired cadres'comments on the economy treatment, political treatment, insurance, and the rehired cadres'fight back to the rehired system; then from the view of the System Analysis, using quantitative analysis method measure the affection of the system dilemma of its own system (system loss, system conflicts, system preferences, the system mistaking) to the rehired cadres and their adaption to the rehired system; Finally, I provide advices on the positive interaction between rehired cadres and the rehired system.The practical significance of this research is to call for the authorities to improve the rehired system in order to maintain rehired cadres' legitimate rights and interests, inspire rehired cadres in their work, achieve the positive interaction between rehired cadres and the rehired system, for providing a useful reference to the new round reform of township institutions.
