With the development of economy and society, the changes of organizations in internaland external environment, leadership style tends to hommization and flexible from thetraditional rigidity, the traits of female answer precisely to the development trend ofleadership style, the rise of female leader groups made female leaders as specific researchgroup have been paid more and more attention in the field of management, at the same time,as an important functional category in leadership activities, leadership maintains thevitality of leadership activities continued and thriving, it is the internal driving force to madeleadership activities effectivity, so it is necessary to study the leadership of female leaders.The Party and the Country focus on selection and appointed outstanding female leaders,but the total quantity of female cadres slants little, the overall quality is on the low side, thejob structure and the age structure in unreasonable situations, especially the exist of "glassceiling "effect, these restricted the further promoting of female leadership greatly and beingdilemma of female leadership promoting, the author analysis the origin of dilemma systemicfrom social environment, system environment, organization environment, the female leadersthemselves and other aspects in the study, and put forward corresponding solutions:construct advanced gender culture, strengthen the propaganda of media and promote thesocialization of housework to create a good social atmosphere of gender equality for femaleleadership promoting; perfect laws and regulations and policies guarantee system, perfect thecadre and personnel management mechanism to create a good system environment andorganization environment for female leadership promoting; promote the self-improvement offemale leaders, improve their overall quality, deal with work relationships, and correct therole identification, handle the relationships between family role and occupation role, flexiblerole and rigid role to create good internal conditions for leadership promoting, hope thepropose of countermeasures could exert certain referential significance for the leadershippromoting and the development of female leading cadres.
