The China-ASEAN Free Trade Area From The Perspective Of Non-Traditional Security

China-ASEAN Free Trade Area is set up as scheduled in January,2010 according to"Framework Agreement on Comprehensive Economic Cooperation of China and ASEAN".It took nearly ten years to form from the initial idea to being launched the process officially. In the process of its establishment,China and ASEAN started the dialogues almost simultaneously in non-traditional security areas.In the early 1990s,since SARS and the Southeast Asian Financial Crisis broke out, China and ASEAN have started a similar cooperation about non-traditional security. In fact, it can be said that China-ASEAN Free Trade Area is a kind of regional organization for economic cooperation between countries. Therefore, it is brewed out by both sides in non-traditional security cooperation. Consequently, it is necessary for us to concern China-ASEAN Free Trade Area from the perspective on non-traditional security. How to set up China-ASEAN Free Trade Area? What factors of non-traditional security did it actually face? How can we solve these constraints reasonably, which promotes the development of China-ASEAN Free Trade? And what kinds of prospect on earth will China-ASEAN Free Trade Area get under the non-traditional security factors? This article attempts to interpret these issues. In the economic trend of globalization and regionalization, both China and ASEAN not only took non-traditional security cooperation seriously, but also planned to set up China-ASEAN Free Trade Area step by step. In its process of establishment and development, we will inevitably face the financial,energy, environment,public health,transnational crime,terrorism and multi-cultural and other non-traditional security issues. The problem is not terrible,as long as both sides keep on changing the traditional concept of security actively. We should make fully use of five parallel existing cooperation mechanism and platform:the ASEAN Regional Forum (ARF),ASEAN and China(10+1),ASEAN and Chinas,Japan,South Korea(10+3)under the new concept of security cooperation.Moreover, we emphasize on the bilateral strategic relations and give full attention to the role of the multilateral dialogue to promote security cooperation between China and ASEAN. We build economic cooperation with non-traditional security cooperation using economic diplomacy and make full use of the interaction of China-ASEAN and cooperation on non-traditional security to find an effectively rational solution to the non-traditional security issues.Facts have proved that both China and ASEAN still keep in the positive attitude and carry on the series of practical actions.Therefore, with the joint efforts of China and ASEAN, we can deal with non-traditional security issue in the cooperation process in the future,which can provide a good external environment for the development of China-ASEAN Free Trade Area.
