With the development of electronic commerce, online shopping has shown strong development momentum, becoming one of the most popular ways to go shopping. However, in the online shopping process, the legitimate rights and interests of the network shopping consumers can not be effectively protected due to the lack of the law. In this paper, it carefully approaches to comprehensive analysis of argument with a comprehensive analysis, comparative analysis, empirical analysis, empirical analysis, logical analysis, and tries to study new construction for the protection of network consumer.The body consists of three parts. The first part is an overview of the right of the network shopping consumer. It focuses on defining the scope of the network shopping consumer, then the network shopping consumer not only can be protected by "consumer right protection law", but also have special interests which need to be protected. The second chapter makes study on the expressions and reasons of harming to the rights of network shopping consumer. The expressions harm to the rights of network shopping consumer with examples. Namely, the right to claim for help, privacy and other rights are not protected. It is one of major highlight of this article. Base on examples, the reasons of harming to the rights of network shopping consumer include the follow aspects:The network is mainly the imperfect legislation. The network legislations mainly base on principle, and there is no real operational. The next part is mainly to say the reasons of relief program. The third chapter introduces the new system of protection of network shopping consumer. I think this chapter is the most prominent part which widely applied to many resolution mechanisms in the new building. For example:online dispute resolution mechanisms, product recall system, and so on.
