Unilateralism, as an action of foreign policies has a long history in the United States, especially during President George W. Bush period, unilateralism was considered the climax of the development, which brought the crisis to Bush administration and made America's international reputation damage. Unilateralism,as opposeed to bilateralism and multilateralism, not accepted in the international arena, particularly in the development of international community,the international interdependence has be increased among actors,the increase of interdependence inevitably made the cooperation become the rational choice, although interdependence does not necessarily bring about the cooperation, it may create conflicts and contradictions, but cooperation is a historical necessity, any country can not stop. For this reason, in today's international community if one country adopts unilateralism in international affairs, the state would be bound to get a serious negative impact, but George W. Bush in handling international affairs, particularly in the treatment of terrorism is still to use unilateralism, what is the reason? And what is the lessons or revelations of its unilateralism? This article combines theory and practice, integrated a lot of historical information, used qualitative methods,induction to analyze and discuss the course, current situation, difficulties and lessons of using unilateralism in the George W. Bush anti-terrorism,and from the analysis and discussion, to draw the conclusion that the unilateralism runs counter to the present status of development of the international community,the emergence and the implementation of unilateralism are related with the strength of a country,and the Obama administration deals with international issues in the future will adopt a more reasonable foreign policies. And through the reflection of these lessons and conclusions, to the international community especially to China's foreign policy choices in the future, in particular the strategic choice to the United State has a great practical significance.
