Study On Formation Mechanism Of Village Leaders

With the goal of constructing socialist harmonious society and the new rural construction, more and more people pay their attention to three agricultures'problem and more and more people dedicated themselves to rural construction. The policy of the country is good for development of rural areas. Both national policy support and selfless dedication of many foreigners of insight belong to external forces, but the development of village needs to exploit the potentialities of endogenetic forces. The village elites are endogenetic forces in the village. However, along with the perfection of the market economy and the development of villagers' autonomy, village stratum division and its interest subjects are changed, which gradually appears diversification of villages elites. Village political elites, economic elites and social elites coexist inside the village. So how to cultivate village leaders in the elite village are on the agenda.Every country has its own national situation, so every village has its own village situation. Different regions of the village present characteristics of distinct diversity, alternativeness and non-balance, so the choice of village leaders exist some differences. As rural community development leaders, village leaders'change of development mode will directly affect the behavior of other members of the village. This paper selects a typical village as a case that is an agricultural village transforms to an industrial village. The village is a demonstration village of new rural construction and countryman changes to community person. Based on the investigation of XH village in Chuzhou, the writer analyzes the village power structure, role and status of village elites in rural community construction. Under the background of new rural construction of village, how to produce village leader? On the basis of previous studies, the breakthrough in the political sociology on the research framework of state and society to study the development of village leaders. The theory of integrated use elite, social capital and human capital theory on the village leaders' development phase, internal and external factors. So choose what kind of village leaders is on the agenda. Firstly, village leader themselves should have higher personality charm and mass foundation, and should have higher political consciousness, professional knowledge; secondly, they should have stronger organization ability, management, coordination and innovation ability; then, they should have higher sense of responsibility, sense of mission and responsibility; they should accomplish the task that higher authorities arrange, develop the village two-civilization construction and to promote the harmonious development of grass-roots society and the new rural construction smoothly.In the introduction part, it briefly introduces the background of topic selection, and clearly clarifies the realistic meaning and theoretical value of the research topics, and introduces both foreign and domestic research state and comprehensive descript the related theories. And then introduces framework of thesis and view of each chapter. In the second chapter, it expounds the village governance of village elites, and forms diversified village management situation. The third chapter describes relevant concepts of village leaders, and attempts to use human capital and social capital theory of the village leaders to analyze the cultivation and internal factors of the village leaders. And analyzes two ways of cultivating village leaders in the current situation:external input and the internal generation. But endogenous model is the source of sustainable development of villages. Based on practical investigation, it points to two important endogenous model village leaders:village cadres and village leaders for becoming rich. The fourth chapter analyzes current village power distribution and realistic problems in XH village management process, and the significance of cultivating village leaders. The fifth chapter discusses to foster modes of cultivating village leaders. The sixth chapter summaries this paper and points out the problems existing in the research and further thinking of village leaders.
