Research On Emergency Management In Hefei Community

Public emergency becomes one of the important studies on public administration in recent years. A lot of scholars have come to different conclusions on how to effectively deal with public crisis and minimize the loss it caused. Generally speaking, the study on Community of Emergency Management is still lagging behind.Although the government has in the handling of the emergency are irreplaceable, government force itself is far from enough. It is necessary to unite some other social organizations and persons to work together to fight against the emergency.With the rapid economic development and the accelerating urbanization process, as the main settlement patterns of human, community is the quite centralized place that reflect the public opinions,different kinds of contradiction and question with the Progress and development of the society, community commitment to reduce social risk, promote coordinating development of economy and society, but also take on responsibility to protect the inhabitants from the unexpected public events. The improvement of the community organization and the play in the emergency management functions are basically significant for the whole emergency management of city.The article is constructed by six sections:Part I is introduction, which introduces the purpose and significance of this research, evaluates relative documents on Community of Emergency Management, research methods and ideas of research.In the second section, some concepts related with Community and Emergency Management are defined."governance theory","public choice theory"and "tertiary sector theory" are used to support the argument of social participation in public crisis management. Through analyzing the external urban Community of Emergency Management mechanism in the US, Australia,Japan,beneficial inspiration for strengthening civil urban Community of Emergency Management have been summarized,In the third section, the status of emergency management in Hefei Community is analyzed, on the premise of outlining the whole situations of emergency management in Hefei Community, summarizing the practices of zhuyinli community of which the each index of emergency management is at the advanced level in Hefei and analyzing the characteristics of emergency management in Hefei Community.In the fourth section, emergency management in Hefei Community have made greatprogress,however there are still many problems existed,such as:the emergency management in Hefei Community is tending tobureaucrat;lack of effectiveness of community volunteers; emergency resources of community is fragmented; information management system is still far from completion.The fifth part gives some suggestion about improving the emergency management in Hefei Community,Including promoting community governance; fostering good community emergency culture; improving mechanism of volunteer organizations; integrating emergency resources; promoting the development of information management system...
