Research On Influence Factors Of Public Participation In Emergency Plan’s Drill Within Community

In our country,the emergency plans are perfect in quantity and quality.The scope of the emergency plan ranges from national level to local level,from comprehensive plan to special plan.The feasibility and operability of emergency plans need practice,however,most of the emergency plan drills in China remain in desktop exercises or virtual simulation exercises.Moreover,most of the emergency plan drills are aimed at major emergencies at the national level.The actual practice of community emergency plan is stagnant,and the community emergency drills have the problems of formal education and low participation of the community public.We study the influencing factors of community public participation in emergency plan drill,which has important theoretical and practical significance for improving the enthusiasm of public participation in emergency plan drill and promoting the efficiency of emergency plan.Firstly,this paper analyzes the current research situation at home and abroad from three aspects: the establishment of emergency plans,emergency plan drill and the public participation drill.At the same time,the theoretical knowledge of the emergency,the emergency management and the emergency plan drill are summarized.On this basis,the participants,the object of participation,the mode of participation and the process of participation are analyzed,and the macro and micro factors affecting the public participation in community emergency drill are analyzed and summarized.Secondly,on the basis of referring to the related research of emergency plan’s drill,we put forward the seven influence factors which influence the positivity of community public participation in emergency plan’s drills: person-growth,media-promote,policies and regulations,economic conditions,quality and ability of participants,participation consciousness,and participation behavior.Then,we put forward the hypothesis and establish a structural equation model.We design the questionnaire,choose the subject for questionnaire.The validity and the reliability of the questionnaires’ data are analyzed by SPSS21.0,and AMOS 17.0 is used to implement parameter estimation,hypothesis testing,model fitting and model correction.Finally,according to the revised parameters of the structural equation model with better fitting degree,the strategies for strengthening community public participation in community emergency plan drill are put forward.Through our research,the factors affecting the public participation in the community emergency drill become more clearly,research results will provide valuable theoretical guidance for public participate in the community emergency plan drill effectively...
