Efficiency that is the minimum investment for maximum benefit, is a permanent goal of the executive. Under the premise of determined administrative functions, it is a respected concept and the pursuit of a goal for all the countris, to finish the duties of government public services at the lowest cost and creat a simplified and efficient government. Many scholars in our country think that the executive cost is developing in a wrong direction. Our government,called "People's Government" is serving the people whlehartedly, should without any cost. However, as China's economic and social development, civil service positions on consumer issues become increasingly prominent. Duty consumption accounts for high proportion of the government cost and is increasing year by year, China has become the world's recognized in countries with higher administrative costs.China have implemented a few years ago to transform government functions, streamlining of government agencies, logistics service to the community agencies, government projects for bidding, the government centralized procurement and government revenue and expenditure reforms and a series of practical measures to reduce administrative costs, improve administrative efficiency. However, with the transition of China's economic system, the diversification of social interests, consumption gradually become enlarged civil service positions, the implicit, arbitrary trend, post consumer spending rose significantly, resulting in tremendous waste of financial resources, which has seriously affected the government image, to a certain extent, as an incentive to strained relations between cadres.From the theory perspective, one obvious fact is that domestic consumption on the issue of civil service positions is still at the popular level, relatively little specific research has not formed a complete mature countermeasures to solve civil service issues arising from post consumer. Specifically, spending on civil service positions to define the concept of a lack of scientific because of the lack of systematic thinking and measures to solve the lack of creativity. To be sure, in the context of this theory to carry out the reform inevitably become fragmented, the outstanding success of attempts.Based on the study of the literature at home an abroad, this thesissystematically reviews the basic theory and the reconstruction'of the Consumption of China's civil service positions, reveal the problems caused by consumption of China's civil service job reasons, later described the solutions to the problem of civil service positions consumption:First, try to build a more scientific system of job consumption. Consumption from the job definition, scope and standards, funding sources, expenditure patterns and construct a five regulatory system more integrated system, in order to find the solutions from the system.Secondly, the proposed settlement duties on consumer issues related measures, one to further improve the civil service pay system, and second, to deepen administrative reform, third, strengthening public ethics.
