Research On The Reform Of Post Consumption Of Government Department

Post consumption is an important part of the financial expenditure of government departments, which constitute the governments administrative and operating costs in essence. Post consumption is also the necessary expenses to maintain the normal operation of government agencies. There are many imperfections and problems to be solved in post consumption of China’s government departments which is the crux of China’s high administrative costs. Thus it is imperative to enhance the specification and management, and to deepen the reform of post consumption. In recent years, many localities and departments’explorer on the reform of the post consumption, but the reforms have moved the vested interests of the leading cadres, so it is difficult to form a unified thinking of the reform. In addition, many problems caused the reform facing a huge dilemma, so it is prompt to strengthen the management of post consumption and deepen the reform of post consumption.The author utilize the economic method, comparative method, conflict analysis and other research methods, first through the analysis of the direction of reform, citing reform measures, evaluating the effectiveness of the reform and pointed out the confusion of China’s reform, the article analysis the current situation of post consumption reform; next, the article analysis the present situation and existing problems of post consumption of government department and explores the reasons to solve the problem; then, the article analysis the international operation of the post consumption practices; in the last part, the article give a suit of targeted and constructive plan:Firstly, the research work of reform should be well done. Then, a standardized position system and supporting system of reform should be established. Thirdly, the process of monetized reform should be push forward. Lastly, a reasonable reform mode should be chosen, and new ideas of monetized reform should be explored.
