Study On Press Law In The Perspectives Of The State, Media And Citizens

After the establishment of the nanjing national government, Because of the political confusion, so different opinion appeared. So the press as a tool for all parties.The Kuomintang authorities Would like to Control national media and the direction of public opinion,as a result ofa variety of news and regulations promulgated.Different kinds of media and people Showed a different attitude to the press law.This gave me a perspective to complete thesis.State construct the news law.The media and citizens deconstruction the news law.Papers are four chapters to unscramble the history of the press law.In the first chaptert, the author explain the reason of the KMT authorities enacted a variety of news law.The establishment of the regime was the first condition of enacteing news law by Kuomintang,and the confusion political was the second condition of enacteing news law by Kuomintang.At the same time,the updated media system was another reason that the KMT authorities issued press regulations. In the second chapter,the author comb different news regulations by the KMT and the nanjing national government.In 1927-1937,the news law was formulated by the legislature and the KMT.The law of publication was was formulated by the legislature in the 1930.It is the basis of government management media, and protection tools of the media and the citizen.By contrast, that the news law was formulated by the KMT becomed a tool that the national government controlled media.In the third chapter,the author comb different attitudes from the different media to the news law.Because of different natures,the same news press had different regulations by the media.At present,When the news media reported the news law,the media used the report information law to achieve the benefit.The newspaper of party pursuit of political interests,so they can not improve the news law.The media of the ruling party didn't oppose news regulations,besides promotion law, did not have legal effect to influence law content.But the central journal(zhongyang ribao) was an exception,because it had been reformed.When it reported the news laws,it had its independent viewpoint.The media of CCP was the opposite effect in the procedure of formulating news laws.The media of CCP negatived the legitimacy of news laws formulated by the KMT.As a result,the KMT developed more stringent press law to limit developing of the media of CCP.Private press that it didn't have stronger sense of political factors,would like to cooperate with the Government,so the government would like to learn the views about the news law form private press.As a result,the private press played a good role in pushing forward about the news law in the procedure of formulating news laws.In the fourth chapter,the author analyzed the attitude about news laws from citizens.Ordinary citizens did not participate in the procedure of formulating news laws.But,in the procedure of implementation of the regulations,State and media violated citizen's right to know.This time,the citizens opposed the news laws.As a result,the citizens becomed an independent force unliking the state and the media in the procedure of formulating news laws.
