With the hundreds-year development of public administration, especially the western public administration, public administration values are also evolving. Reflecting such as the"efficiency and economy","social justice"and other values of public administration and thinking of administrators of this particular occupational group, this thesis want to point out that the responsibility is a"preexistent"value in modern public administration, especially in the service-oriented government that we are trying to build. A variety of conflicts encountered in the practice of public administration existed in these values themselves and between them.Responsibility is no longer a task that existed in past social governance patterns, but a value. Under the guidance of this value, the process of undertaking responsibility of public administers"is no longer a burden external to him, but a kind of inherent in his mission."The internal mechanism of responsible conflicts is the will free and conduct free. It should be responsible behaviors that compliant behavior is executed based on different behavioral tendencies, but it is difficult for public administrators to do so. Public administrators who face responsible conflicts often adopt approaches, just like"rules-based","obedience to superior orders"or"beyond the rules"to deal with the problems. It should integrate institutionalized ways and individual moral convictions together to achieve the aim that the administrators act responsibly when the responsibilities are conflicting, and whether this approach can be achieved or not is determined by the administrators'moral consciousness.In the Industrial Society governance system, administrators are often passively controlled by organizations. The service service-oriented governance pattern that we identified not only confirmed the pattern of managerial social governance to protect the autonomic personality of administrators and it request administrators'own personality, and it need to achieve personalization in the design of social system of the entire society. Public administrators faced pressures from organizational goals, organizational norms anomie, the collective interests and values, and lack and inability of legislation and institutions in terms of protecting personal autonomic personality, and these bring that the administrators cannot identify the scope of responsibility clearly. Thus, the administrators cannot simply be content to independent thinking and self-action as an obligation, but need to have a higher demand for them, that is, they should have their own independent judgments and actions with full consciousness in public administration activities to unify executing the command, obeying the law and their own propriety ideas and the independent behavior, then upgrade their personality. In the organizational life of public administration, administrators should not fear authority, should beyond blind obedience and dependence, and undertake their professional mission of public administration and to respond service expectations of the object of public administration according to the requirements of professional nature of public administration and personal awareness and autonomic personality that administrators used to overcome difficulties and solve problems.Administrator's subjective choice is based on his clear consciousness of administrative responsibility and legal liability that he should undertake. As long as administrators have the moral consciousness, he can always find where his responsibilities lie. It is fully different from the pattern of management-oriented social governance that administrators undertook their responsibilities passively that administrators consciously and actively translate administrative responsibility and legal liability into their own moral persuasion and regard as moral responsibility, and become the internal driving force of their activities, make them pursuit higher responsible goals in administrative activities that implementation of responsibility.Moral responsibility is a conscious responsibility that based on administrators'administrative responsibility and legal liability. We integrate institutionalization approach of responsibility implement and moral conviction of administrators through the subjective process. Obviously, there are conflicting relations between various factors, and we put such conflict elements together to provide a guide for administrators. On the one hand, it could prevent the organizations'departmental interests, norms anomie, running rigid and hierarchical system; on the other hand, it could also prevent the degeneration and corruption, blind obedience and dependent, arbitrary and lack a sense of mission of administrators. The key to achieving this process is the moral consciousness of administrators. In terms of the section of responsibility, administrators translate administrative responsibility and legal liability into their internal moral persuasion; in terms of internalization of responsibility, this process is that administrators translate administrative responsibility and legal liability into moral responsibility through subjective process; in terms of implement of responsibility, administrators translate moral responsibility into internal driving force, and then give them higher responsible goals.Responsible administration is a state of administrators'behavior in public administration. As a"preexistent"value, responsibility leads to make administrators an efficient administrative action according to social equity and justice. These administrative action is inherent mission that beyond the external administrative burden, is administrative action that beyond blind obedience and attachment. However, we must admit that not any administrative organization could carry out the responsibility and its implement approach this thesis discussed independently, because these approaches involved a wide range and multi-stakeholder. A lot of works need the cooperation of manpower, material resources, policies, regulations and other resources inside and outside the organizations. The research of responsible administration has a specific meaning for our building of service-oriented government, so it isn't only the task of public administration theorists, but also the public administration practitioners', and this will be an exciting enterprise of our building of responsibility system of service-oriented government.
