The Study On Responsible Administration

Responsible administration is the basic part of a modern democratic society, and the power means the duty. The administrative power is used as a kind of the public power with relating to the citizen rights most directly, should be set in the responsible legal state, or it will produce severe societal problems such as abusing of the public power, the bureaucratic way of work, low efficiency of the administration and apt to violate the citizens'benefits and so on. Therefore, responsible administration is becoming an important idea which the modern legal government should abide by scrupulously, an important part of pushing forward the process of"rule of law". This paper is making a study on responsible administration, and is intended to arouse resonance or argument.The paper mainly adopts historic analysis, comparative analysis and logical analysis, etc. Beside the preface, this paper consists of 3 chapters.
