A Survey Of Compound Social Management Mode In Contemporary China

With the continuous deepening of reform and opening up and rapid development of market economy, our society is now in the process of profound change, with new social elements emerging, and various social contradictions and problems becoming increasingly prominent. Traditional management modes has failed to conform with the need of economic and social development in the new period, and building a new patterns of social management which goes consistent with the socialist harmonious society is especially important and far-reaching. In this new situation, trying to innovate the concepts of social management and improve the patterns of social management to get the civic and social organizations into the main areas of social management ,and from the aspects of social management and service to guide these organizations to play active roles with the efforts of avoiding and overcoming varied negative effects is all together for the cause of building a socialist society with Chinese characteristics. Taking this opportunity, through properly dealing with the emergence of many new social problems in the social transition period and through the reform and innovation of social management mode to make it more of the demands of social development, the active and effective conduct of social management has become a new topic in the new historical period to our Chinese government from all levels.This paper draws on contemporary Chinese and foreign politics, economics, management, sociology and other disciplines related to the latest theory or research results, and applies the standard research methods, literature research methods, systemative methods and so on to compose it. The thesis can be divided into five parts.The first part of the thesis is the introduction, giving the significance of the thesis, the research at home and abroad, the analyzing methods and the innovation and shortcomings of the thesis. Then the second part gives the definition which is related to the social management. According to the mode of social management"to perfect the leadership of the Party committee, to let government be responsible, to get help from society, to make the public take part in", which raised at Sixteenth on Fourth Communist Plenary Meeting, the thesis put forward a compound social management mode. This is the chinese charactristic social managment mode which combines principle of Maxism with Chinese national condition。Additionaly, this model takes party's leadership as core, dominated by government and attracts social organizations and public to participate into social management. Meanwhile this paper not only inquire the change of social management mode with the development of human society on macroscopic level but analyzing the change of social management mode from 1949 up to now on microcosmic level. The following part analyzes the meaning of compound social management mode and introduces the procedure how it is put forward. Also this part summarizes the problems existing in building such a mode. The fourth part summarizes the experiences of social management mode of foreign developed countries, thus we can use these experiences as a source of reference. The last part gives countermeasures to perfect the compound social management mode in our nation.Building a compound social management mode in modern China will have a significant consequence on our social construction and management. This paper puts forward the building frame which is based on analyzing and summarizing many studies. The building frame of our compound social management mode should consist of two systems: the first one is core management system, that is, under the leadership of the Party, building new government, social organizational and public management system. The second is the operation of security system which is the requirement to guarantee the normal operation of social core management system. And this system contains five sub-systems: strengthening the public service function of government, integrating public service resources efficiently and perfect social public service system; enhancing detection, early warning and regulation abilities of social development, perfecting monitoring system of social operation; promoting the construction of urban and rural grassroots self-governing organizations, fully motivating their initiatives and perfecting grassroots social management system; speeding up the establishment of specialized and professional social workers team, coordinating social relations actively and perfecting social work operation system; strongly advocating the spirit of volunteering service, forming good social morality fashion and perfecting social volunteering service system.
