Since reform and opening, China has entered a period of history of the fastest growing economies in just thirty years’ time, China’s reform and opening-up policy unleashed amazing strength, to2012, and China’s economy has been ranked second in the world. Rapid economic development, China’s social management and social construction is still relatively backward, the emergence of such rich-poor divide, high unemployment, a huge number of sudden mass incidents and other factors that threaten social security and stability. To respond to these emerging social development issues, the CPC Central Committee decided to strengthen social management and social construction, and made some guide social management innovation principles and methods, the local government is based on the actual situation around, develop appropriate policy, launched a nationwide social management innovation practice, and achieved some success and experience. This article is a combination of Xinzheng social management innovation in a number of specific practices to the social management innovation model systematic research, with a view to the future of social management innovation to provide reference, ideas and direction.The first chapter discusses the social management and social management innovation theoretical basis and social background. The second chapter discusses the extraterritorial social management innovation experience. Developed in the social management has accumulated some useful experience, which is worth and borrowing. The first section of this chapter discusses the modern Western society the government and social relations, social management practice must be clear boundaries respective government and society, so as to achieve social management innovation on the body, so the Western countries is the relationship between government and society deal with the subject of social management as a prerequisite; chapter Ⅱ describes the Western developed countries, the concept of social management, content, subject, security, and other aspects of interest expression experience; chapter Ⅲ analyzes the Western developed countries, mainly the social management experience for some of our inspiration, and that China’s social management innovation we must first deal with the relationship between government and society, and the concept of social management, organization, distribution system and other aspects of Western countries can learn from some of the practices.The third chapter introduces the innovation of social management theory and practice in several modes. China’s social management innovation is carried out under the leadership of the CPC Central Committee, and the local government in conjunction with local actual situation for a lot of experiments on social management innovation, made a lot of experiences and practices should be promoted. Section I introduces the guidance of social management innovation based on some of the theories, the main livelihood of the people-oriented, good law and good governance, sharing such a theoretical basis; second section describes and analyzes the Beijing Chaoyang District, Ta’an City, Shandong, Jiangsu Nantong and Huai’an City, and social management innovation in some typical examples of these tests are mostly local governments with local social reality, and in the field of social management in the use of some new ideas, methods, organization, procedures, etc., these innovations tend to be able to affect the situation as a whole, through a point of the entire comprehensive social management system innovation.The fourth chapter of this paper describes and analyzes the Xinzheng City, Henan Province, in the social management innovation in some of the practices, experiences, achievements and shortcomings. Xinzheng City, is determined by the central national comprehensive social management innovation pilot areas, the social management innovation has made considerable achievements, pioneering a " people’s livelihood priorities" as the guiding social management innovation model, in social management, social services, social security and other aspects have made great breakthroughs to achieve social fairness and justice, enhance the people’s social satisfaction. Xinzheng City, mainly in the "all ten""ten kinds of people" and "an office ten centers", driven to carry Out a large-scale social management innovation practice, to achieve leapfrog development of society, but in some areas of macro-there is room for further optimization.Chapter V of this paper is mainly on China’s social management innovation through a series of reflective practice, and the development of social management innovation ought to do a level of analysis and outlook. In reflecting on our social management innovation and summarizes the lessons learned at the same time, proposed the development of our country should follow the trend of the world, in the social management concepts, subjects, management, management aspects and management tools on transformation to adapt to China’s current social development needs.
