Efficiency evaluation system for supervising performance, which is based on administration parallel approval system, could monitor the administrative affairs that employees are handling through some specific rules, integrate the data of attendance system and evaluation system together, analyze this data with scientific computing method and control the efficiency between departments and employees, as well as alarm hourly to strengthen internal supervision.This thesis, based on administration parallel approval system, has established the performance evaluation model of administration permission in order to make the quantifiable evaluation of administrative organs and staff monthly. The model is established by collecting approval data of administration permission in real time, sending out satisfaction questionnaire to survey the satisfaction of administration permission behavior carried out by administrative organs and staff, sampling administration permission behavior of administrative organs and staff from time to time, as well as making use of deduct points system, marking system and bonus points system. This thesis has also constructed the collection mechanism of unstructured original information in performance evaluation model of administration permission and the method of structured information; meanwhile, evaluation system for performance supervising is implemented based on performance evaluation model of administration permission. The system is composed of five parts: monitoring the administration efficiency and probity condition conducted by administrative organs and staff during administration permission; accepting the complaint of citizen, legal person and other organizations caused by administrative organs and staff during administration permission, such as influencing administration efficiency and violating administration discipline; checking the condition of administration permission conducted by administrative organs and staff; investing the behavior of influencing administration efficiency and violating administration discipline emerged in the process of administration permission; summing up, propagating and popularizing the efficient experience of administrative organs and staff during administration permission. Electronic supervising of performance evaluation in administration permission implements quantifiable evaluation carries out quantifiable evaluation to administrative organs and staff monthly according to adopting deducts points system, marking system and bonus points system.Evaluating system for supervising performance changes the personality evaluation into the evaluation of real workload. It has transformed government image, optimized the mechanism of government management, improved office efficiency and enhanced internal supervising, also plays an important role in changing government function from management to service. Further more, it provides a significant evaluation method for government affairs openness and contributes to establish an efficient and probity government.
