Research On Online Parallel Examination And Approval Mechanism Reform Of Construction Projects Under Internet Plus Background

The reform of online parallel examination and approval mechanism for construction projects is an important part of the reform of administrative examination and approval system in China.Through the efforts of recent years,the reform of online parallel examination and approval mechanism in China has achieved phased results,but there are still some problems,such as arbitrary increase of administrative examination and approval matters,difficulty in curing power rent-seeking,prevarication of approval departments,prominent phenomenon of information isolated island,unclear division of power and responsibility boundary,etc.It has seriously affected the use effect of online parallel examination and approval.In this context,how to promote the transformation of government management concept,management system and management mode,establish a service coordination mechanism,clarify the power-responsibility relationship,cut off the interest relationship,and streamline the approval process,has become the core issue of this study.However,most of the existing studies focus on the unilateral study of Internet approval or parallel approval,but neglect the systematic study of the online and parallel approval mechanism to improve the effect of approval after the combination of the two.Therefore,from the perspective of government process reengineering,taking S County of Shandong Province as the first pilot county of online parallel examination and approval as an example,this paper systematically studies online parallel examination and approval mechanism from the aspects of examination and approval mechanism,examination and approval process,examination and approval links,etc.This research mainly uses the methods of investigation,comparative analysis,literature research,case study and so on.Based on the analysis of specific examples of online parallel examination and approval mechanism reform in S County of Shandong Province,and on the basis of summarizing its effectiveness in improving the efficiency of examination and approval,this paper focuses on the main difficulties in the reform of online parallel examination and approval mechanism in S County,including imperfect system and government.The process reengineering is not thorough,the management system is not smooth,and the platform design is unreasonable.It is believed that the main causes of these difficulties lie in the "fragmentation" of the top-level design,implementation subject and coordination mechanism of the online parallel examination and approval mechanism reform.To this end,the online parallel approval system should take the overall governance as the direction,coordinate and integrate the top-level design,implementation subject and coordination mechanism of the online parallel approval system,and build a perfect system,the best process,the least links,clear power and responsibility,and the most efficient online parallel approval mechanism.
