Study On The Application Of Government Parallel Examination And Approval System

China's traditional administrative approval mode is characterized by various items under approval,large coverage,low efficiency,long time consumption,complicated procedures and the lack of social supervision.Streamlining administration and delegating power to the lower levels is imperative to establish a market environment with justice and equity.The parallel examination and approval system provide a practical path for streamlining administration and delegating power.It is of great significance for transforming governmental functions and pushing forwards the innovation of management mode to study how to effectively apply the parallel examination and approval system on government administration and enhance the efficiency of administrative approval.On the basis of having summarized theories and practices of domestic and overseas parallel approval systems,this paper has scientifically defined parallel approval,conducted an in-depth exploring study on its theory origin,systematically done up the development history of the parallel approval system,and analyzed the experience and strengths obtained by paralleled approval system.Besides,it puts forwards that some problems have clipped the wings of China's parallel examination and approval system,such as small coverage of parallel examination and approval authorities,inadequate technical services and institutional improvement,imperfect supporting system,and lagging supervision and management after registration.Through the profound survey on the application of parallel examination and approval system in Suqian city,the article makes a conclusion that parallel examination and approval system plays a crucial role in changing government's idea of assuming power,optimizing administrative ecology,and promoting administrative supervision.However,according to the pilot practices,the reforms of parallel examination and approval system are still troubled by some deficiencies in rational cognition,laws and regulations system,and comprehensive arrangement.In the last part,aimed at the obstructions in our reforms and practices and based on the natural laws and actual situations of administrative approval reform,the article raises that China should perfect its parallel examination and approval system through realizing the institutionalization,coverage expansion,informationization,and integration of the system and improving its administrative approval authorities.The study is expected to provide guidance for current reforms.The parallel examination and approval system reform is an efficient means to enhance the effectiveness of the administrative approval.The way of one-stop registration at the Bureau of Administrative Approval can become a valid mode for parallel approval,which can be effectively applied to the follow-up supervision,and amplify the applied range of parallel examination and approval system.Meanwhile,the parallel approval is an operating mode.Only when the administrative departments strengthen internal communication and integration,share information,build up healthy linkage mechanism and truly realize interconnection canthe high-efficiency parallel examination and approval system be implemented.
