With the social rapid development, China's public sector in order to adapt to the changing, the need for function changing and speeding up the pace of reform, such reform will inevitably bring psychological impact on the public servants. Public servants'psychological contract affect the psychological and behavior in the reform of public sector. Psychological contract reflect this change is a major factor in the reform of public sector. The study of public servants'psychological contract plays an important role to improve the satisfaction of job and to improve work efficiency. Public sector reform is a sector re-integration and the transforming the functions of process. Because the reform process may have neglected the public servants'Psychological, even misconduct will lead to public servants'psychological contract violation. Psychological contract violation refers to an individual in the organization failed to comply fully with the cognitive basis of psychological contract has emerged as an emotional experience, its core is disappointment, resentment and sense of injustice, such as negative emotions. As the psychological contract violation of the negative result is the proliferation of nature, which will affect the public sector reform. Therefore, the organization need to take remedial measures, through two-pronged effort of the organization and the individual to re-train and the restoration of mutual understanding and trust ,in order to reconstruct the psychological contract. This article review tricubic reform of government institutions of public sector, the background of public sector reform to discuss the necessity of public servants'psychological contract in the reform of public sector, to study public servants'psychological contract violation in the reform, further to analysis the cause of public servants'psychological contract violation, to summarize jeopardize by ,and suggest to use ex-ante screening, control during the event and after-the-fact feedback which can be better to maintain public servants'psychological contract. The study of this article focus on Multi-disciplinary perspective, base on management, sociology and psychology, Through the analysis of public servants'psychological contract in the reform ,in order to carry out The goal of the public sector, further to improve The efficiency of public sector, which Provide a theoretical reference and guidance.
