Psychological contract is one of the important contents in the research field of organizational behavior and human resource management. As a common social psychological phenomenon, psychological contract exist in the various types of organizations, but nearly unknown by multitude organizations. Can enhance understanding of psychological contract, and take effective measures that in order to reduce the occurrence of psychological contract violation to intervene on psychological contract, and ensure that the psychological contract is in the state of dynamic equilibrium, has significant impact on the long-term development of organizations human resource management system. Introducing related theory of psychological contract into the government human resource management, bring Chinese civil servants' psychological contract into play a better bridge and link role between the government and civil servants. Psychological contract can improve the government human resource management system, and enhance the performance; it can meet the reasonable maximum needs of the civil servants and encourage the work behavior of civil servant in order to achieve personal and social values. Therefore, between the government and the civil servants' psychological contract, in particular, Chinese civil servants' psychological contract violation and intervention study has important theoretical and practical significance. This paper in the basis of fundamental issues such as psychological contract and psychological contract violation, analyzed the characteristics and the function of Chinese civil servants' psychological contract, the behavior and the negative effects and impact factors of Chinese civil servants' psychological contract violation, and pointed out that the necessity of Chinese civil servants' psychological contract intervention, and proposed channels mainly from the government's perspective to the intervention of Chinese civil servants' psychological contract.
