The Study On Construction Of Chinese Combined Rural Social Pension System

Rural social pension insurance is the core of the social security system. To build and improve rural social pension insurance system is a necessary requirement for building harmonious society. Chinese rural areas has already entered the aging society and pension crisis brings challenges to the government's pension as social liability. But the traditional family model and the existing pension system model can not meet the real needs of pension pressure. So,protecting the basic livelihood of older rural population, maintaining social stability in rural areas, speeding up economic and social development, and promoting rural integration process,need the construction of a combined type of rural social pension system.This paper consists of five chapters. The first chapter discusses the research background and significance of the article, which is cited the domestic and international literature review and critique accordingly. The content, framework, research methods and innovations of this article are also introduced. the second chapter discusses the basic theory of rural social pension, and tells us what the chinese Combined rural social pension system is. The third chapter gives a detailed description on Chinese current pension system in rural with three stages, analyzing the problems of every stage. Chapter four analyses the feasibility of building rural social pension system from three aspects: political foundation, financial analysis as well as foreign experience.Chapter five comes up with several counter measures to build up rural combined rural social pension system from these parts including management, pension accounts, capital funding sources, pension resource supply, security objects and so on.This paper makes a study on development status of China rural pension system by use of comparative analysis method, analyzes feasibility to build up combined rural social pension system, and puts forward a general thought of building combined rural pension system on the basis of domestic current theory study and practice, combined with China's national conditions. In a word, the general thought is to constitute a pension system with diversified proposed account, shared pension liability, integration of various resources and satisfaction to all needs of various groups. The paper aims at providing theoretical foundation and political reference to develop and improve rural old age security mechanisms and construct a new socialist countryside.
