Population aging is a certain course of the development of human society. In 2000, China has been an old-aged country. From 2010 to 2040, the aging of population will enter the rapid. In this article, the present situation and developmental trend of population aging in China, on this basis the author analyzes the main problems of the elderly security system in China and their cause of formation, and brings forward the countermeasures for establishing and consummating the elderly security system in China.Chapter 1 summarizes present research conditions, significances of this paper. Chapter 2 the present situation, causes and developmental trend of population aging in China. The features of population aging in China are as following: the speed of population aging course is rapid, and the time is short; the amount of elderly population is large; the supporting rate of elderly population is obviously big; the course of population is not synchronous with the developmental level of the economy. The expediting of population aging is nearly related to the rising of birthrate and the declining of mortality. We can forecast that the prophase of the 21st century is a period in which the population aging in China will develop so rapidly. Chapter 3 the present situation of elderly security system in China and the mainly existent problems of China's elderly security system and the analysis for the cause of formation. After the foundation of China, China adopted a composite elderly security system. On the one hand, China followed the traditional elderly fashion, namely the family elderly system; on the other hand, China established a elderly security system which is different in cities and rural areas. China's traditional elderly security system was established in 1950'. It has an obvious characteristic of dual economy. Chapter 4 the international reference of elderly security system and the countermeasures for establishing and consummating China's elderly security system. At present, there are three most popular elderly security models in the international world. The first is the elderly security model of self-insurance along with the assisting of the public; the second is the elderly security model of welfare states; the third is the elderly security model of imperative saving.
