The study of the administrative value is a weak link in public administration research for a long time. Theorists have no sufficient attention to this. With the social development and the awakening of individual consciousness, people begin to ask for protecting their interests. It's essential to uphold values by administrative bodies in an open perspective. Thus, this study has been put on the agenda. It's important to clarify the context and current situation of China's administrative values. So it's a convenient way to get some meaningful revelation from carding the previous five-year plans. Meanwhile, it also explains the theoretical and practical significance, and provides strong support for the commencement of the study.Chapter2 It defines phases of the evolution of China's administrative values and related concepts.
