Further, some negative administrative values are still identified and inherited, and showing on their behaviors which are the hamper of administrative development.In order to promote the process of administrative development, we should adhere to some principles of hierarchically, systemization, and certification the value objective of administrative development: order, publicity, all-around emancipation of human.Besides,we can grasp core contents of administrative values'transform: preventive values, democratic values, legal values, ecological values, administrative values of taking citizen as basis. These transforms of administrative values don't depend on the breakthrough on logical sphere, but depend on the alterations on political order, administrative behavior, and then they promote the development of administration value system. Therefore, the transform paths include: expands the channel of communication, disposes contradictions properly; strengthens the construction of administrative ethics, promotes administrative subject's assimilating; perfects the system of assess performance, enhance the external binding; advances the construction of administrative law, strengthens the law's degree of control; balances the relations among different interests, enhance society's fair and just.
