Legally Ruling Research On The Relation Between The Local Party And Government

In the contemporary China, the reform of the political system is increasingly salient. The core problem that the reform is to face is the deep contradiction occurring in the political system, that is, the contradiction of party- government relation. As local governments are the most fundamental power units in China's Reform and Opening- up and the development of people's livelihood, statesmen and scholars attach more and more importance to the standardization and legalization of the local party- government relation. The problem of how to radically resolve the conflicts between the local party committees and governments concerns us. In my opinion, considering the international experience and China's reality, we must achieve the legalization of the relation between local parties and governments and seek a way to realize the reform of legalization, which is suitable for all areas in different conditions, and I believe only in this way can we go beyond the odd situation of the non- legalization of the party- government relation.As far as I am concerned, we cannot merely focus on the relation between local party committees and governments in realizing the legalization of party- government relation. Instead, we should give an overall examination to the political ecology faced by the local party- government relation from a comprehensive prospective. We should look closely at the path of the legalization between local party committees and multi- regime, such as local administrative organs, people's congress and CPPCC (Chinese People's Political Consultative Conference) on the basis of the self- management of the local party committees, including the local congress of party representatives, local party committees as well as the local standing committees.The ultimate aim and significance of the proposition, the path selection of the legalization of local party- government relation, is to improve the governance capability of the Party, reform and perfect the way of governance and the level of leadership of local party committees in the new historical period. Its highest purpose is to realize the goals that local party committees represent the fundamental interests of the masses, local governments legally exercise their functions to the full, and construct service- oriented local governments.
