When the Development of the West Regions is in full swing, the sustainable development of Xinjiang will have to be fulfilled not only by increasing the supports from the central government and by speeding up the regional economic growth, but also by the building of a harmonious society with the culture and history of Xinjiang further explored, as well as the combination of various society-regulating-approaches i.e. policy, economy, law, religion, etc. Relative to the other society-regulating-approaches, the unwritten law plays a less efficient part. As a rising research field in jurisprudence , studies on the unwritten law is far from complete. Furthermore, in view of the complicated ethnicity and sensitive religion issues to which the studies on the unwritten law of ethnic minorities in Xinjiang are peculiarly exposed, the pressure and difficulty are obvious. However, the value and initiative of the study are embodied reciprocally. This dissertation presents the unwritten law of ethnic minorities in Xinjiang with the concept, the connotation and denotation , and its multidimensional value well elaborated so that the theoretical, historical and realistic living conditions of the unwritten law of ethnic minorities in Xinjiang can be recognized. With the objectivity and rationality of the theory proved, the author further explores the outlook of it in the hope of that a bridge can be set between the unwritten law of ethnic minorities in Xinjiang and the state law . When the former enter into the sight of the latter, progress can be made in the legal system of Xinjiang on a basis of co-existence in which both the unwritten law of ethnic minorities in Xinjiang and the state law play its role complementarily.
