Public policy making is the primary stage of the policy process and key links, the core of the policy research. In the public policy practice, on the impact of the various elements of policy analysis and policy formulation for improving the scientific, democratic and legalization has important practical significance. China's public policy making refers to the party and the government to regulate and guide the national or regional organizations related to institutional and individual action criteria or guidelines. The Government's public policy is not only the basic tools of political domination, but also the government implemented an important means of social management and public policy making generally refers to a policy issue for the proposed demonstration and choice of solutions for the entire process. Public policy, the use of modern social and political life, one of the very broad concept. This paper considers the public policy includes two implications: firstly, the government involving matters of public interest to make a choice behavior; second, such behavior is an integrated into the distribution of benefits from the interest on the initial selection until the amendment process. In accordance with the system theory point of view, public policy can be viewed as an open system. In other words, public policy is not isolated, its development and implementation are subject to a variety of factors. Factors affecting policy-making decision-makers, decision-making objects, policies and systems, as well as with policy-making related to work environment, as well as the broader, such as social, economic, cultural and legal environment in general. Based on the above viewpoints, in policy-making is nothing less than two kinds of factors affect the formulation of public policy: the subjective factors and objective factors, this article will focus on the impact of China's public policy-making from the perspective of objective and subjective factors to analyze the differences between the two and contact, and how public policy-making to coordinate the relationship between the two in order to achieve policy formulation optimizationOf public policy making is the primary stage of the policy process, its good or bad is often a prerequisite for the success of policy implementation. In this paper, public policy-making process of China's major problems is the logical starting point, in order to influence public policy making, our discussion focus on the objective and subjective factors, and analysis of China's public policy making in the context of the main causes of existing problems based on the China Public Policy crack-making process to govern their scientific and democratic basic path options to the scientific development concept as a guide, the ruling party through innovative ideas and governance to improve scientific and cultural qualities of citizens, especially political qualities, norms ordinary citizens and Other interest groups involved in public policy making and orderly way to improve the administrative accountability system, construction, responsible government, a sound public policy making, monitoring mechanism, vigorously develop the socialist market economy, a strong material foundation for citizen participation in public policy towards promoting China's scientific and democratic.
