Governmental Functions In The Course Of Migrant Workers' Training In Industrial Zone

In Document No.1 2010 " the comments on increasing the intensity of urban and rural development and further consolidating the basis for agricultural and rural development in a number of observations ", issued by the State Council Central Committee On January 31,2010, the formulation "New-generation migrant workers" was first used. Followed by the State, on January 21,2010, Council issued the " the guidance from State Council Circular on Further Improving the training of migrant workers", which made efforts to solve the new generation continuing education training for migrant workers work issues. Migrant workers in industrial zone, as the most significant group of the new generation, have their basic features:high-level education, high vocational expectations, high requirements in material and spiritual enjoyment, low working endurance. The growth and employment stability of this group have become a major constraining factor in social stability, and have got more and more concerns.Through studying the living status, characteristics, pay abilities of migrant workers, the paper has a comprehensive understanding of training needs of migrant workers and the governmental effort in it. Then the author describes government's functions and role of migrant workers'training in the industrial district through various aspects:clarify the responsibility, increase financial support, establish a sharing investment mechanism of the government, employers and individuals, strengthen the procedure for supervision, improve protection mechanisms to safeguard the legitimate rights of migrant workers, etc. Through clarifying the government's role of migrant workers'training in the industrial zone, the article analyzes the problems and reasons for the absence part. After learning the excellent experience at home and abroad in training of migrant workers, the author proposes what government should fulfill its responsibilities in the training of migrant workers around the government dominant position of migrant workers in industrial areas, including:establishing of the governmental lead responsibility the in training of migrant workers, arranging the sustainability investment, setting legal supervision, regulating the training market, setting up educational management organizations in workers' living areas.
