Research On Government Responsibility In Migrant Workers Education And Training

Migrant workers education and training has been one of the social problems for the Party and government. In new period, with the transformation and upgrading development of the social economy, migrant workers have gradually integrated into the cities. This brings forward higher demanding for migrant workers.Government, as the leader of the migrant workers education and training, has to put more responsibility on workers education and training.The number of migrant workers of TianJin port is in large scale, in order to keep up with the development of the society, the port, and satisfy the new generation of migrant workers with their learning needs, realize the change from pure workers to modern industrial workers, we must strengthen port migrant workers education and training. The key point is what kind of responsibilities the local government should take and how the local government take the responsibilities to promote the migrant workers education and training.From the basic situations of TianJin port migrant workers, this paper makes a study about the government responsibility for the port migrant workers, through the survey of education training about the port migrant workers. Based on the role of the government in education training migrant workers, this paper does an analysis of the governmental duty including propaganda guide, funds, policy support, organization and coordination and supervision and management. Based on the analysis, this paper found many lacking responsibilities of the government, such as the loss of government leading function, capital input and organization and coordination insufficiency, the government management and supervision function is not perfect yet, lacking of government incentive system. The reasons include some aspects, such as Improper understanding, old Ideas, lack of security system and legal system, lack of long planning.In order to solve these problems, this paper argues that the government shall establish the system of the government playing a leading in the joint education training of TianJin port migrant workers, popularize basic knowledge literacy education, rich professional development education training, perfect the governmental service mechanism, strengthening the governmental coordination efforts in the education training of the port migrant workers, integrate all kind of resources, increase the governmental investment. Through these measures, we can strengthen the government responsibility for education and training of TianJin port migrant workers, in order to promote the rapid development of education and training.
