Civil servants are people who carry out and implement CPC and state specific decisions and regulations, their work style and behavior directly reflects the tenet of the government service, political legitimacy and the seriousness of the law, and they relate to the vital interests of the people, we should deeply research and pay close attention to this important point. Especially in the new century, various group social events occurred frequently, the gap between poor and wealthy widens, all of these propose serious challenges to the consolidation of CPC's ruling position, scientific development of society and realization of the Chinese nation's great rejuvenation. Therefore, standardizing the behaviors of civil service and construct a highly active and clean civil service group has the extremely vital significance.Basing on existed problems and weak links of civil service behavior, this paper comprehensively analyzed the origin and main characteristics of building code of conduct for civil service of China and other countries, finally it puts forward some suggestions. This paper is divided into five parts, the first part mainly introduces the research purpose, research significance, research methods and the structure of this paper, and it also introduces scholars'present research situations on code of conduct for civil service. The second part introduces the related concepts, theoretical foundation and the basic framework of code of conduct for civil service, thus it provides theoretical support for later analyzing and argumentation. The third part takes United States, Great Britain, New Zealand as samples, and it deeply analyze the generation, development and main characteristics of code of conduct for civil service, which aims to explore and discover influencing factors of construction on code of conduct for civil service and provide beneficial experiences for construction on code of conduct for China's civil service. The fourth part is contacting closely with China's development history of code of conduct for civil service, summarizing China's achievements of constructing code of conduct for civil service and deeply analyze the main problems. Through contrasting with United States, Great Britain, New Zealand's main characteristics, it finds out the similarities and differences between them and China. The fifth part puts forward some suggestions to strengthen constructing co de of conduct for China's civil service based on the prior comparative analysis. This part is the most important part of this paper. It puts forward ideas about strengthening research and consummating content of code of conduct for civil service, strengthening training and education and strengthening management and supervision of civil service.
