Civil servant's public service behaviors have a closed relationship with a country, a government and at least a department, the result of which not only affect the level and quality of the administration, the image of the government and country, but also affects the general mood of society. So it is of great importance to regulate the behavior code of civil servant, establish a crack, efficient and disinterested ranks of civil servant for the government and society. After the sixteen National People's Congress, our country proposed the important idea of establishing the harmonious society gradually, which becomes the vital strategic goal of the new times. Ministrant government is the essential requirement of establishing the harmonious society. Meanwhile, during the processing of public service socialization, some problems also come up. Ranks of civil servants are important part of our party's ranks of cadres, executor of our country's policies, laws and regulations and represent the image of our government. During the process, establishment of the ministrant government, the harmonious society and socialization of the public service all depend on good exertion of administration management functions, which, as a result, are affected by the level of civil servants'ability. The behavior code of civil servant is a part of the establishment of ranks of public offices and lawful duty of different human department of government from all ranks, which will play a great role in the processing of socialization of public service, establishment of harmonious society and so on.The dissertation is divided into five chapters. The chapter one discussed the contest, meanings, contest of the article. The chapter two elaborates the definition, functions and effects of the behavior code of civil servant. The chapter three finds out the problems existing in the public service, and gives a great importance to the graduating of the behavior code of civil servant. The chapter four learns from experiences of OECD countries. The chapter five, on the basis of analyzing OECD countries'behavior code of civil servant, brings forward the idea of strengthening the behavior code of civil servant, which is the most important chapter and regulates the behavior code of civil servant from internal and external mechanism. On the whole, the paper aims to set up a system of civil sevants'ethical rules, so that the practitioners can obtain some advice and instruction from it.
