Civil servant is the performer and implementer of decision deployment, system andstipulation of the Party and the country, is the defender of public interest. Its work style andbehavior embody the service tenet of the government, the legality of state power and theseriousness of the law. It relates to the vital interests of the people, and it is the research topicthat we must lucubrate and pay high attention to. In recent years, various group eventsoccurred frequently. It reveals that some problems do exist in the administrative behavior ofcivil servants, and it affects the image of the state and the government, casts down thegovernment credibility. Therefore, it has vital significance to promote effective andsustainable development of contemporary China by regulating the behavior of civil servants,establishing a professionalization group of civil servant which has strong political and moralqualities, decent work style, comprehensive and thoughtful service, honest and efficientadministration.Through the analysis of the newest and classical literature about administrative ethicsand of real typical examples, this paper considers that the public management society is asociety ruling by law and by morality and a social governance which accords withcharacteristics of the times. Public management society is a service-oriented society. Itsadministrative responsibility concept is the basic administrative ethics spirit ofservice-oriented society, the guiding ethics of the code of conduct for civil servants to achievethe unification of self-discipline and heteronomy and the unification of value andmethodology of civil servants’ behavior choice. Against the current problems exist in thecode of conduct for civil servants, with the guidance of administrative responsibility conceptfor adjusting the management system of service-oriented society, this paper puts forwardcountermeasures and suggestions to improving the code of conduct for civil servants of ourcountry. The focus of this paper is to propose several suggestions from the aspect ofideological education for cultivating administrative responsibility awareness and the aspect ofimproving the code of conduct system of civil servants separately, to realize the effectivecombination between moralization of personal conduct and moralization of system of civil servants. That is, to realize the effective combination between self-discipline and heteronomyof civil servants. For the improvement of the code of conduct, according to the inside lane oflogic which includes the critical factor of responsibility behavior and the analysis level ofadministrative responsibility ethics, the author proposes several countermeasures as follows:first, cultivating ethnics spirit and enhancing responsibility awareness. That is, to cultivateadvance administrative culture, to build well atmosphere of administrative culture and toform a big cultural environment in the whole society. It requires to pay attention to thepublicity and education of ethics spirit and emphasize the ethics orientation of administrativeresponsibility. Ethical conduct of administrative responsibility of civil servants is theirresponsibility administrative behavior. The active responsibility administrative behavior ofcivil servants can enhance their working efficiency tremendously, impel the smoothlyconducting of administrative work. The improvement of the code of conduct of civil servantsspecifically includes: strengthening the management of conduct of civil servants; enhancingthe supervision of conduct of civil servants; promoting the legislation of administrative ethicsof civil servants of the Chinese government. Suggestions on the aspects of this system aim atachieving the effective combination of system and law of the code of conduct for civilservants, of internal supervision and external supervision of the system and regulating thebehavior of civil servants as possible.
