The civil is the development targets of public human resource and the servant of the public, is also the executive of public power, so, the moral status of them is always concerned by the public. In hands of public power should be to seek the public's interests, adhere to the purpose of serving the public whole-heartedly. Wherefore, nonprofit personality should be the basic quality of the civil.In the process of human resource selection. This thesis is focus on the problem that how to ensure elect the public profit personality candidates. Based on the reviewed literature, according to people—position matching theory and human nature hypothesis theory. Propose public profit personality conception:from the emotion, cognition and willpower, have the quality and characteristic of identity and pursuit of common profit or public profit that citizens generally recognized. Especially in the conflict situation of the public profit and personal profit, reflect the quality and characteristic of public profit. Then presented the three characteristic of public profit personality:when others legitimate profit and their own profit is in conflict, safeguard others profit consciously; in the behavior process reflected the quality of pursuit of public profit and sense of responsibility and the interest of whole work; and shown objectivity and impartiality in dealing with public affairs. Propose four basic characteristics: stability, integrity, functionality and measurable quality. Proposed public profit personality contains five contents:supremacy of public profit, fairness, responsibility, overall situation awareness and altruism.On this basis, this thesis proposed public profit personality's evaluation content and evaluation index, preliminary design the evaluation form for the self-assessment. In order to select the candidates who have public profit personality effectively in civil selection process, this thesis further studies of leaderless group discussion and role playing such specific evaluation methods and approaches, evaluation candidates'public profit personality in technology.
