Foreign aid is an important component of Japan's foreign policy Which is one of the important means to push Japan's Economic Diplomacy,and also is service for Japan's national interests.The post-war Japan's foreign aid is by the East-West relations and North-South relations are woven into the framework of international relations in the post-war formation, accompanied by the trend of world multi-polarization in-depth, as well as the international environment and domestic conditions of the changes and continue to be adjusted.This paper reveals the nature of foreign aid in developed countries and grasp its development trend through the process of Japan's aid to the non-investigation, characteristics analysis and implementation results of the study. The first chapter, the article defines the "foreign aid" concept and types, and then explained the Japanese foreign aid's background, development and characteristics.The second chapter examines the historical process and characteristics of Japan's aid to Africa. The third chapter analyzes the factors that affect Japan's aid to Africa. The fourth chapter discusses the impacts of Japanese aid to Africa and its trend.Japan's aid to Africa, from a certain extent,improves the social conditions in Africa, making contribution to the African country's economic development and social progress.On the other hand,it also provides resources to Japan's own economic development and gains political support of the African countries,expanding Japanese influence in the international societies.In addition,with the enhancement of international strategic position of Africa, Japan will continue to increase aid to Africa, and the political colors of the aid to Africa will be further enhanced,and non-traditional areas of assistance will be put into more emphasis, and concern and cooperation with China on this issue will be made.However, Japan's diplomatic emphasis on Africa will remain limited, framework of Japan's diplomacy in Africa will remain a secondary position,the focus of Japan's aid to Africa probably still lies in getting Africa's energies and its political support.
