Chanllenges And Suggestions On Exchanges With Japan Under New Circumstances From A Local Perspective

Since the normalization of relations between China and Japan,local government from these two countries have carried out various forms of interchange activities. In recent years, interchange between local China-Japan interchange has encountered numerous challenges along the national China-Japan relations encountering difficulties. Based on this underground, this thesis mainly targets on studying how the local governments carry out various local foreign affairs toward Japan under the diplomatic strategy framework in the national level.First of all, this thesis discusses related theories about local diplomatic affairs and makes clear the importance of local diplomatic affairs as well as the importance of local diplomatic activities to the local development and national diplomatic affairs. Meanwhile, this thesis also collected related literature documents about China-Japan local foreign affair activities, and briefly summarizes the research achievement about local China-Japan foreign affairs. In addition, this thesis analyzes on the historical development of local China-Japan foreign affairs, local foreign affair policies of Chinese and Japanese local governments as well as the current challenges faced by Chinese local governments when carrying out foreign activities towards Japan. It is believed in the thesis that with deterioration of China-Japan political relations in recent years, great challenges are faced in the local foreign affairs towards Japan.Besides, taking Wuxi as an example, this thesis analyzes the main problems hiding under various changes in deep, and points out problems existing in aspects of system, legal system and the guiding ideology of Wuxi local foreign affair activities. Through concrete statistic date analysis, it elaborates the internal and external causes resulting in problems in national relationships and local motivation, which lays a foundation for the solving of these problems and indicates the right direction.Finally, according to the specific characteristics of Wuxi, this thesis put forward a local foreign affair plan targeting on improving the China-Japan relations. On the one hand, the construction of Wuxi local foreign affair agents should be strengthened; qualified talents for local foreign affairs should be fostered; thoughts of local foreign affairs officers should be changed; and the ability of local foreign affairs officers should be improved. On the other hand, during the interchange process with Japan, in order to promote the enthusiasm of people towards bilateral exchanges and non-governmental exchanges between these two countries,and in order to realize the overall foreign diplomatic strategy of "local governments promoting central government", complementary foreign affairs should be carried out according to the need of Japan.
