Legislation of the national autonomous areas as an important part of the legislative system is related to the autonomous areas of economic development and social stability. Therefore, we must perfect the legislation of national autonomous areas, and continuously push forward the democratization process of legislation in ethnic autonomous areas, strengthen the rule of law in ethnic autonomous areas to promote and accelerate the development of minority areas. The current legislation in ethnic autonomous areas have made significant achievements. Most of the people's congresses of national autonomous areas have made and enacted autonomy regulations, and developed a number of specific regulations. National legislation on local self-government political, economic, and cultural development has played a huge role, but at present all ethnic autonomous regions in China in the exercise of legislative autonomy to develop self-regulatory process has given rise to many problems, such as the people's congresses of national autonomous areas and its Standing Committee exercise the legislative autonomy inadequately, lacking democratic, scientific and other issues affecting the regional ethnic autonomy system in China. In the legislative process of democratization, the formations of autonomous areas have not yet autonomous public participation in democratic participation mechanisms. For local legislation not to make autonomous areas insufficient democratic legislation, the masses can not effectively participate in national autonomous areas legislation, some national autonomous areas have adopted public participation in the democratic process of legislation in ethnic autonomous areas, but the theory of public participation as inadequate preparation, the relative lack of experience, makes problems also become increasingly prominent.Many scholars for the regional ethnic autonomy system in the legislation are examining and discussing on how to solve these problems, many research results have come out, and there are many unique and insightful views, but also the feasibility of a considerable, but public participation for the legislative process of the ethnic autonomous areas Research is the relatively few.Aanalyzing the basis of the predecessors to Yanbian Korean Autonomous Prefecture in the legislative process of national autonomous areas of public participation, based on public participation of the Yanbian autonomous areas in the legislative process conducted a detailed study of the situation, combined with academic research results and our current trend of development of socialist democratic politics, and public participation in the system of national autonomous areas in the Yanbian Korean Autonomous Prefecture in the practical issues of legislative process, exploring the ethnic autonomous areas in China Legislation Public Participation is necessary. In this paper, public participation in national autonomous areas is the core of legislative activities. From the autonomous areas in China Yanbian practical experience of public participation in legislation, it analyzes the legislative process in Yanbian autonomous areas, the practice of public participation in the current situation and existing problems, and discussed autonomous system of public participation in local legislation in the context of regional national autonomy. According to that, the issue should be the theoretical orientation and practice how to operate the establishment of autonomous areas and improve public participation in the legislative process in the system and should be explored, and hope for the idea of public participation and some practical experience in the introduction of the National Autonomous local legislation process. In order to solve the ethnic autonomous areas to further legislation and the legal system of regional ethnic autonomy related issues, it aims to provide some useful lessons and reference.
