With the development of western democratic theory in the late twentieth century, deliberative democracy was revivaled.As a revival of democratic theory, democratic theorists pay more attention to deliberative democracy. The fact is that liberal democracy and radical democracy can no longer be an effective solution to solve pluralism in modern pluralistic societies, such as conflicts of cultural, moral disagreements and inequalities of minority groups etc. This is an important task to democractic theorists that how to make a dialogue and cooperation between cultural organizations and cultural organizations, responsibility to the public interest, eliminate the cultural conflict between cultural groups and moral differences in the national political level. Deliberative democracy provide a solution to multi-cultural problems. Deliberative democracy try to through rational dialogue, deliberation, exchange of cultural groups in deliberation to realize mutual understanding, respect, cooperation,so can eliminating inter-cultural conflict, and cultural groups may achieve political equality in participation.However, owing to complex social reality as well as shortcomings of deliberative democracy, there are still some difficulties of resolving the multi-cultural issues that deliberative democracy must to face with,and this requires deliberative democracy theorists continue to develop and improve the deliberative democracy. Although deliberative democracy is not completely effective solution to dilemma of multi-cultural, compare with liberal democracy and radical democracy, deliberative democracy theory provides one method or means for us to solve multi-cultural problems,also provides an ideal to solve multiple problems. We make sure that deliberative democracy will more improved with its development,and it will be a more effective solution to multi-cultural challenges.
